ACCUGlobe - This free software, created by Digital Data Technologies, Inc., has the most functionality of any free GIS data viewer. With this software, a user can view AND EDIT shapefiles, view geotiffs, Mr. Sid, ERDAS and many more formats including MapInfo .TAB. A user can even query attribute tables and do some basic spatial analysis.

ArcExplorer Java - This is ESRI's free viewing software. This software allows viewing of ESRI shapefiles, ArcInfo Coverages, ArcSDE layers, Images and ArcIMS map services.
